The County Administrative Board (CAB), is the national government representative office in the county of Östergötland, in areas of environment, nature, competence sourcing, the business community, transport, infrastructure etc. The CAB’s task is to coordinate these and other areas of public responsibility to achieve efficient solutions for a sustainable society in which economic development, the environment and social welfare are interlinked. The CAB also has the task of ensuring that the county’s citizens receive the level of service the Government has decided on, that municipalities and companies comply with laws and regulations and that nationwide objectives adopted by the Government are achieved in Östergötland County. Department of agriculture is very active in the project “Focus on nutrients”, the largest single undertaking in Sweden to reduce losses of nutrients to air and water from livestock and crop production. CAB has contributed to the project during 10 years and now has the administrative responsibility for five counties in South-East Sweden. The department of agriculture gives advice to farmers and group of farmers concerning drainage, construction of wetlands for nutrient retention, pesticide use, nutrient balances, loss of nutrients from farmland, soil compaction etc. Projects to reduce nutrient losses to the local recipient and into the Baltic Sea have been done in close cooperation with farmers, drainage associations and advisors/consultants. Thanks to working with the EU Rural Development Programme, CAB has profound knowledge about the farmers’ situation as related to productivity and environmental concerns. In the region of Östergötland there are existing reference sites for measures, e.g. two-stage ditches, as well as potential new demonstration areas for the project.
