Union “Farmers’ Parliament” (ZSA) is the voice of the Latvian farming sector. It champions professional representation and services not only to its members – farms which produce more than 50% of Latvian crop and more than 30% of dairy produce, but also to the whole Latvian farming society (842 members). It is the main agriculture lobby institution with a strong position between the farmers and the ministry and long lasting, highly successful professional ties in rural development sector both in Latvia and in the European Union. Also for many years, it has good working relationship with stakeholders e.g. state institutions, rural NGO’s and other farmer organizations. ZSA actively contributes to forming of legislation and currently also to the development of the VET system in agriculture. ZSA has extensive experience in developing and providing agro-environmental case demonstrations on the ZSA members’ farms, education and information services to the farming community. ZSA has a popular home page and newsletter. ZSA has developed and implemented a number of national and international projects, for instance, in the areas of rural development, agro-environment governance and best agro-environmental practice, such as the Baltic Sea Region projects Baltic Deal, Baltic COMPASS and Baltic Compact (2009-2014). ZSA will work closely with Latvia University of Agriculture and Zemgale Planning Region to facilitate local level stakeholder empowerment in Latvia. It will implement and market the infrastructure demonstration sites and arrange a series of meetings with farmers and other stakeholders about local and farm level planning of agro-environment measures. Hereby, ZSA builds on its recent years’ activities to increase farmers and other local stakeholders’ capacity to address agricultural drainage and diffuse source nutrient losses. Through its networks and counterparts in the Baltic States, ZSA is able to spread the project results across the Eastern Central Baltic Region.

Zemgale Planning region (Latvia)

Zemgale Planning region is working under the supervision of LR Environmental Protection and Regional Development Ministry with main function to carry out regional development planning. The planned project activities is in accordance with Zemgale Planning Region Development programme 2014-2020 Priority 4 ”Sustainable Management and Development Environment and Natural Resources”. Zemgale planning region has implemented projects funded by the EU and other sources and has extensive experience in project management. Over the past five years, it has acted as a lead partner and as cooperation partner in almost 30 projects. The implementation of projects attracted amount more than 3.2 million EUR. ZPR cooperates with numerous partners from institutions all around EU and with 4 Planning regions in Latvia scale. Thus, ZPR has accumulated experience of coordinating many partners cross border, knowledge of environmental and cultural issues, practical experience of managing large-scale projects with an infrastructure component thus providing consultations to partner organizations on public procurement, financial and reporting issues. ZPR staff has specific thematic experience in e.g. building cooperation with local authorities, business and universities, international educational development, local development and environmental protection.

OM NUTRINFLOW

Tanken är att vidta konkreta åtgärder så att man kan ta ett helhetsgrepp på hanteringen av dränering, och därigenom minska växtnäringsläckaget till havet. Detta ska göras genom att man genomför, demonstrerar och ökar acceptansen för innovativa åtgärder inom vattenhanteringen i jordbruksområden.

Projektaktiviteterna fokuserar på pilotområden i Finland, Lettland och Sverige som har problem med växtnäringsförluster från jordbruket. Projektet genomför riktade demonstrationer för fält och dräneringsnät i samarbete med kommuner och lantbrukare, som är de viktigaste målgrupperna. Genom satsningarna räknar man med att kunna minska växtnäringsförlusterna från jordbruket i tre prioriterade regioner – en i varje land.
